For the combined ILE + Export Control (EC) Regulation Manager, the remit expands to include export control compliance. This involves navigating international export control laws, sanctions, trade restrictions, and dual-use regulations, as well as developing robust controls to prevent unauthorized exports and ensure secure cross-border operations.
Key Responsibilities
Regulatory Intelligence & Governance
- Monitor, research, and analyze international laws, regulations, and sanctions, including legislative drafts, judicial rulings, and executive guidance—that impact business operations.
- Track and interpret regulations on international sanctions, indirect sanction ownership structures, and politically exposed persons (PEPs).
- Maintain a dynamic log of legislative timelines, judicial interpretations, and enforcement trends to prioritize workflow adjustments.
- Interpret guidance from agencies such as OFAC, FinCEN, or the EU’s CFSP list, including updates to sanctions thresholds (e.g., OFAC’s 50% ownership rule).
- Develop, implement, and monitor export control compliance programs, in accordance with international, national, and regional export control laws and regulations.
- Act as the primary expert for both general regulatory frameworks and export control requirements (e.g., trade sanctions, embargoes, dual-use goods, technology transfers).
- Proactively monitor changes in global regulatory and export control environments and develop risk mitigation and compliance adaptation strategies
Compliance Workflow Design
- Oversee and adapt technical workflows with development teams to ensure compliance with current and emerging regulatory requirements (e.g., post-ruling adjustments to PEP screening criteria after court clarifies “control” definitions).
- Translate new laws (e.g., UK Economic Crime Act 2023, EU’s MiCA regulations) and judicial precedents into automated screening protocols within ERP systems like SAP.
- Stakeholder Communication & Legal Advisory
- Translate legal regulations into formats that are understandable for technical teams (developers), ensuring compliance with legislative and judicial rulings (e.g., explaining SCOTUS decisions on indirect liability).
- Summarize enforcement trends (e.g., OFAC’s focus on indirect sanctions) and regulatory changes for executive leadership to align business strategy.
- Liaise with regulatory bodies, enforcement agencies, and trade authorities on both traditional compliance and export control matters.
Documentation, Quality Control & Problem Resolution
- Write and maintain clear documentation of processes, workflows, and regulatory updates.
- Conduct quality control checks, troubleshoot workflow/data issues, and implement corrective actions to ensure data integrity and compliance.
- Develop periodic reports and updates for executive leadership regarding regulatory status, export control risks, and improvement initiatives.
- Ensure processes are aligned with service level agreements (SLAs).

Your Education and Experience
- Bachelor’s or Master’s degree in Law, International Relations, or a related field
- 5+ years of experience interpreting legislative texts and judicial rulings affecting compliance, with proven ability to operationalize court decisions
- Experience in regulatory compliance, data investigation, and analysis of international business structures
- Proven working knowledge of international export control regulations (e.g., EAR, ITAR, EU Dual-Use Regulation, UN sanctions).
- Experience implementing export control compliance programs and managing regulatory reporting obligations.
